HTML-759 - Drug order tag updates following initial testing and feedback (#224)
* Support configuring concepts on drug order tag as an alternative / addition to configuring drugs.
* Support non coded drugs, in addition to specific drugs, and allowing multiple orders for the same orderables.
* Fix validation handling
* Add non-coded discontinue reasons.
* Add better handling when no existing orders are present.
* Improvements to overall formatting
* Add orderReason and orderReasonNonCoded properties, and remove voided property from tag.
