* O3-2958: Billing backend - Updated artefacts name from cashier to billing and updated snapshot repositories

* Renamed packages from org/openmrs/module/cashier/ to org/openmrs/module/billing/

* Added itextpdf dependency and receipt endpoint. The receipt endpoint provides functionality to generate and download a receipt in pdf

* Update source control management for maven-release

* Update stockmanagement dep to 2.0.0. for relase of billing-1.0.0
