O3-2446 - Queue module service, status, and priority configuration (#49)
* Queue Backend should support concept global properties that refer to either uuid, mapping, or name.
* Each Queue should support a configurable set of priorities and statuses that differs from the default
* Update Queue resource to support the new priorityConceptSet and statusConceptSet properties, and also to retrieve the allowedPriorities and allowedStatuses concepts.
